The House of Representatives on Tuesday 2nd June, 2026 considered and adopted over 20 Investigative Reports from its Committee on Public Petitions.
The reports were based on the petitions from various individuals and groups which were laid in the chambers and referred to the committee for consideration.
The Chairman, House Committee on Public Petitions, Hon. Kwamoti Bitrus Laori gave the synopsis of the reports before there were considered and adopted.
Kennedy C. Amos and Associates against Airtel Networks Ltd over Fraudulent Transaction involving the land of Mrs. Juliana Nwikanne of Bianu Town Khana Local Government Area of Rivers State, laid 21/5/2024). The House urged the Managing Director (MD)/Chief Executive Officer (CEO) Airtel Telecom Nig. Ltd to reverse the purported Deed of Conveyance allegedly entered with Mrs. Juliana Nwakanne back
to Lease agreement which was accepted to her; and Airtel to pay Mrs. Juliana Nwakanne, her dues from the lease of the landed property for three years which have elapsed for the property.
In a report of a petition by L/CPL Ordu Odiereke against the Nigerian Army for unlawful dismissal from service, laid: 6/5/2026), the House urged the Nigerian Army to reinstate the petitioner into the service of the Nigerian Army, with restoration of his career progression, including appropriate rank adjustment where applicable, having regard to his years of service and wrongful dismissal; alternatively, where reinstatement is impracticable pay full compensation equivalent to his lost career, including all salaries, allowances, promotions, and retirement benefits due from 2017 to date; pay all outstanding arrears of salaries and entitlements owed to the petitioner from
the period of his detention to the date of compliance. The House urged the Army to
ensure that administrative and disciplinary procedures within the Nigerian Army is in
compliance with constitutional guarantees of fair hearing.
A report on petition by Wisdom and
Grace on behalf of Mr. Anthony Onyeabor Against Aso Savings and Loans PLC, on alleged illegal, unjustified, and fraudulent concession of House at Sungold Estate Galadimawa, FCT Abuja to the Independent Corrupt Practices Commission, laid: 23/4/2026, the House held that the transaction was conducted in bad faith, and is therefore irregular, unjustified,
and tainted with elements of fraud;. The House
urged Aso Savings and Loans Plc, through its liquidator, the Nigeria Deposit Insurance
Corporation (NDIC), in conjunction with the Independent Corrupt Practices Commission
(ICPC), to immediately take steps to reverse the transfer house to the petitioner, and where restitution in kind is no longer practicable, the petitioner should be fully compensated with the current market value of the property, assessed at ₦250,000,000.00.
The Green Chamber urged relevant law enforcement and regulatory agencies to conduct a thorough investigation
into the circumstances surrounding the transfer, with a view to determining any criminal liability arising from the apparent breach of trust, misrepresentation, and abuse of process, ensuring that appropriate sanctions be imposed on any institution found culpable, to serve as a deterrent and to uphold the integrity of mortgage and property transactions in Nigeria.
The House in a report on a petition by
Human Rights Radio and Television (Brekete Family) on behalf of eight (8) Senior Staff of Biwater Nigeria Ltd against the Management of Biwater Nigeria Ltd for alleged failure to pay staff pensions and redundancy allowances, laid:6/5/2026 urged the respondent to immediately pay all outstanding salaries and allowances owed to the affected staff and remit all outstanding pension contributions to the respective Pension Fund Administrators, including statutory penalties and accrued interest.
In a report on a petition by
Nsisan-Obari Royal Palace Alesa Council of Chiefs against Indorama Eleme Petrochemicals Ltd for alleged violation of PIA 2022 referred: 27/4/2024, the House directed that Indorama Eleme Petrochemicals Limited shall formally recognize Alesa Community as a host community in line with the Petroleum Industry Act (PIA), 2021; the company shall, within 30 days, establish the Alesa
Host Community Development Trust/Committee in compliance with Chapter 3 of the PIA as well as pay sum of ₦35,000,000,000.00 being outstanding 3% host community entitlement from August 2022 to February 2026 into the designated account
of the Host Community Development Trust,
that the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) and other
relevant regulatory bodies shall ensure strict compliance with the provisions of the PIA and failure to comply with these directives shall attract sanctions as provided under the
Petroleum Industry Act and other applicable laws.
The Green Chamber on petition by
City-Point Global Properties and Investment Limited against the Federal Mortgage Bank of
Nigeria on alleged non-release and disbursement of the loan sum of ₦479,187,955.20 for the development of one hundred sixty Housing Units along Bende Road, Umuahia North Local
Government Area, Abia State referred: 3/9/2024, held that the respondent shall, in collaboration with the petitioner, restructure the loan facility to reflect
current market realities, updated bills of quantities, and project viability; further disbursement shall be milestone-based, subject to strict monitoring and certification by
the respondent; and that both parties shall agree on a clear implementation timeline for resumption and completion of
the project under regulatory supervision.
On the petition by Raymond Asada against Management of the Bank of Agriculture for unfair treatment in matter of promotion by Management of Bank of Industry, laid:13/2/2024, the case was struck out as the petitioner could not proof that the scored above 70 percent as alleged and the purported illegal panel was duly constituted and the exam monitored by independent bodies like the civil society organization and Bureau of Public Enterprise (BPE).
On the petition by SurePath Solicitors against DSP Uche Okeke (D.C.O Unity Police Division, Abakpa-Nike Enugu State) and Inspector Romanus Ugwuanyi (IPO) for the alleged torture and murder of Mr. Kingsley
Agwuna (Alias Temple), who died on 8 September 2024, referred:29/10/2024, the House urged the Inspector-General of Police to conduct a comprehensive investigation into the circumstances surrounding the death of Mr. Kingsley Agwuna and ensure the immediate arrest and prosecution of all officers involved in the unlawful killing.
On the petition by
Inspector Danladi Kwalpung against the Nigerian Correctional Service for Non-Compliance with Court Order for his reinstatement to service referred:20/5/2025,
the House urged the Nigerian Correctional Service to immediately reinstate Inspector I.C Danladi Kwalpung to the service without further delay and that the Service should pay all outstanding salaries, entitlements, and benefits due to the petitioner from the date of his discharge and acquittal by the Federal High Court, Jos on 27th November, 2024. It urged the Service to comply strictly with the provisions of the Public Service Rules in handling similar matters henceforth to avoid unwarranted administrative injustices
On the petition by Advanced Coating Technology Ltd against Precise Construction and Engineering Projects
Ltd seeking outstanding payment for Mechanical Construction Services Rendered on Oml-13 EPF Project, Iko, Akwa-Ibom State, the House urged the company to pay the sum of N182,855,068.00 to Advanced Coating Technology Nigeria Limited, being verified expenditure incurred prior to wrongful contract termination.
On the petition by Rev. Dr. Johnson O. Odii on behalf of Mgbom Na. Achara Development Union in Ohaozara Local Government Area of Ebonyi State, a cry for government intervention to save their souls referred: 13/2/2024, the House urged the Inspector-General of Nigeria Police, the Director-General, Department of State Services and the Chief of Defense Staff to set up a Joint Task Force, including the army, as well as establishing Army Checkpoints at strategic position in the area that will crackdown and unravel the remote and immediate causes of the security breaches in the area, apprehend and prosecute the perpetrators immediately.
The House on the petition by Mr.
Bolaji Yunus, Chief Executive Officer of Bolaful Solution Ventures, against Access Bank PLC,
14/15 Prince Alaba Abiodun Oniru Road, Victoria Island, Lagos, whose signage fell on him while he was on official duty, and which the bank failed to treat, referred:24/10/2023, urged the management of Access Bank Plc to continue engaging the petitioner by giving him
contracts on repair job of signage to enable him sustain his livelihood.
On the petition by Mrs. Nwosu Cynthia Chinonyerem against the Nigerian Maritime Administration and Safety Agency (NIMASA) over her Unlawful Dismissal, laid:29/10/2025,
the House held that the dismissal of Mrs. Nwosu Cynthia Chinonyerem is procedurally defective, unjust, and in violation of due process; urging the NIMASA to reinstate
Mrs. Nwosu Cynthia Chinonyerem to her position without loss of seniority; it also
urged the agency to pay all outstanding
entitlements, benefits, and arrears of salary, and accord her due promotions up to date, in
line with her contemporaries.
On the petition by Funmi Adeogun & co. On behalf of Olatone Abdulsalam Ventures Ltd against Assets Management Corporation of Nigeria (AMCON) & 7 others for illegal ejection and estruction of property, laid: 23/7/ 2025,
the House held that Assets Management Corporation of Nigeria should restore the petitioner to complete the unexpired lease term; directed prompt adequate compensation should be paid at fair market value for Illegal ejection, destruction of property and Harassment.
On the petition by Sej Duc Engineering Nigeria Ltd on matters rrising from non-payment of expenditure incurred by Sej Duc Engineering Nigeria Limited on OML 110 prior to its sale by Cavendish Petroleum to Damas Petrochemicals and Refinery (A
Company Owned by Abdul Samad Rabiu, Chairman of Bua Group) laid: 23/7/ 2025,
the House urged the Cavendish Petroleum and Kainos Exploration & Production Company Nigeria Ltd to pay Sej Duc Engineering Nigeria Limited the sum of: USD 8,581,015, and
₦18,361,250, for breach of contract and operational liabilities; that the Inspector General of Police should investigate Cavendish Petroleum and Kainos Exploration for fraudulent misrepresentation, breach of contract, and possible economic
sabotage and suspend all production activities on OML 110 until full legislative resolution and settlement of outstanding liabilities.
The parliament on the petition 530 disengaged staff of Nigeria Ports Authority against the Nigeria Ports Authority for Alleged refusal to implement approved payment of full and miscellaneous benefit; 15 years pension arrears and enrolment of eligible members into the defined pension scheme, laid:21/5/2024).
upheld the position of the NPA that the petitioners were duly paid all their entitlements in line with the applicable conditions of service as at the time of their disengagement in May
2008; recognized the 200% one-year total emolument payment as a final and conclusive
settlement, arising from the negotiated agreement between the NPA management and the union representing the disengaged staff.
(iii) that there is no legal or equitable basis for any further financial claims by the petitioners
against the NPA, as all obligations have been fully discharged and that any petitioner who is yet to consider his or her pension benefit should liaise with their Pension Fund Administrator (PFA) to ensure the release and payment of funds already remitted on their behalf.
On the petition by Hon. Paul
Sunday Nnamchi on behalf of members of Gutenberg Print Professionals Association of Nigeria (GUPPAN) against some Groups working against the Implementation of theChartered Institute of
Professional Printers of Nigeria Act, 2007 (CIPPON) laid:29/10/2025, the House ecognized Printer Koko T. Clement as the duly elected and legitimate President and
Chairman in Council of the Chartered Institute of Professional Printers of Nigeria (CIPPON); that Mr. Olugbemi Malomo and Mr. Babajide Salako to desist forthwith from parading
themselves as leaders of CIPPON and to comply fully with the judgments in
FHC/JAL/CS/4/2022 and CA/YL/83/2024.
The House urged the Federal Ministry of Information and National Orientation Agency to recover all institutional assets, documents, and financial instruments in unauthorized possession and restore same to the lawful Council.
On the petition by Lady Grace Nguwase Ayoo against the Securities and Exchange Commission (SEC) for alleged career stagnation, laid:5/5/2026, the Parliament
urged the Securities and Exchange Commission (SEC) to review the case of the Petitioner with a view to ensuring that her career progression reflects her years of service, experience, and subsequent performance;
that the respondent shall, within thirty (30) days, constitute an independent and
transparent panel to reassess the petitioner’s promotion status, considering her
performance in subsequent promotion examinations (2019-2022), work record, and
available vacancies and where the reassessment establishes that the petitioner was unfairly treated or disadvantaged, the respondent shall grant her appropriate promotion(s), including notional promotion with corresponding financial benefits and seniority adjustments.
On the petition by Commit Technology and Consult Ltd against the Federal Ministry of Foreign Affairs and PCL International Ltd on alleged fraudulent conduct, misrepresentation, and breach of joint venture agreement in the implementation laid:5/5/2026, the House urged the Federal Ministry of Foreign Affairs to intensify diplomatic engagement with the
Government of Sierra Leone and the World Bank to ensure full restitution of the contract
sum of USD 304,519.77 to Commit Technology & Consult Ltd and facilitate reputational
redress for the petitioner; and ensure the recovery and refund of the total contract sum unlawfully appropriated by PCL International Ltd to the petitioner, being the rightful lead technical partner in the joint venture.
The House on the petitions by Award Winning
Consult Ltd on behalf of Stephen Odachi Against Midwestern Oil & Gas Limited demanding for compliance to Local Content Act 2010, Rent/Remuneration or Purchase for the Extensive use of the
Odachi family land, housing oil well without freedom to operate agreement thereby abusing Oil Pipeline Licence Act 1990 article 15 and 70 (H) of Nigeria Oil & Gas Industry Central Act 2010 N.O.G.I.C. Acts 2020, laid:23/6/2025,
urged the Midwestern Oil & Gas Company Limited to pay the sum of N450,000,000.00 as accumulated arears of land rent due to Mr. Stephen Odachi covering the period (2009 to 2024) at the cost of N30,000,000.00 per annum.
