The Member representing Demsa/Numan/Lamurde Federal Constituency, Rep. Kwamoti, hosted members of the One Vision, One Mission Youth Support Movement, a group comprising youths from the constituency resident in the Federal Capital Territory (FCT), who paid him a solidarity visit to commend his impactful representation and reaffirm their support for the consolidation of his developmental strides.

During the interactive session, Rep. Kwamoti engaged the youths on a wide range of issues affecting young people, including employment, empowerment, education, entrepreneurship, leadership, and community development at the constituency, state, and national levels.

He challenged the youths to look beyond dependence on public sector employment and embrace entrepreneurship by leveraging Information and Communication Technology (ICT), digital innovation, and other emerging opportunities capable of transforming them into job creators, innovators, and drivers of economic growth.

The meeting also provided participants with valuable insights into the workings of the National Assembly, highlighting the importance of legislative experience, institutional continuity, and sustained representation in achieving meaningful and lasting development for the constituency.

Explaining his development priorities, Rep. Kwamoti noted that over 90 percent of his constituency interventions have focused on education, youth empowerment, and critical infrastructure. According to him, investment in education remains the foundation for sustainable development and long-term prosperity.

The meeting further reviewed the prevailing security situation in Lamurde and neighbouring communities. Participants acknowledged the ongoing efforts of government, security agencies, traditional institutions, and other stakeholders in advancing the peace process, noting that the interventions are already yielding encouraging results.

Discussions also emphasized the need for more transparent and consistent communication between the Representative's office and constituents. Participants proposed regular media briefings, expanded community outreach, and strengthened social media engagement to keep the people adequately informed about legislative activities and constituency projects.

Youth leaders pledged to intensify stakeholder engagement, grassroots mobilization, and community outreach aimed at promoting civic participation and strengthening support for continued quality representation.

The meeting reaffirmed the shared commitment of both the lawmaker and the youth to ensuring that democratic governance delivers tangible benefits to the people of Demsa, Numan, and Lamurde.

Speaking on behalf of the movement, Prince Richard Christopher, Leader of the One Vision, One Mission Youth Support Movement, commended Rep. HOUSE OF REPRESENTATIVES COMMITTEE ON PUBLIC PETITIONS CONCLUDES TWO-DAY STRATEGIC RETREAT WITH FAR-REACHING REFORMS

 

The two-day strategic retreat of the House of Representatives Committee on Public Petitions, chaired by Rep. Kwamoti Bitrus Laori concluded today with the adoption of a comprehensive communiqué outlining key reforms aimed at strengthening Nigeria's public petitions system.

The Committee resolved to improve the procedures for receiving, processing and determining public petitions through more efficient, transparent and timely mechanisms. It also emphasized the need to strengthen the preparation, reporting and enforcement of House resolutions arising from petitions to ensure greater accountability and effective citizen redress.

Recognizing the importance of public engagement, the Committee recommended intensified public awareness campaigns to educate citizens on its constitutional mandate and the role it plays in promoting justice and accountability.

The communiqué further called for stronger collaboration with the Public Complaints Commission, development partners and other relevant stakeholders to drive the automation and digitalization of the Committee's operations. This includes the establishment of credible digital systems for petition tracking, documentation and secure data storage that are accessible to the public and capable of enhancing transparency and public confidence.

Among the major recommendations adopted were improved funding for the Committee through collaboration with the leadership of the House; deployment of a digital petition tracking system; stronger coordination with key committees, including Rules and Business, Legislative Compliance, and Media and Publicity; and sustained partnerships to support institutional reforms.

The Committee also recommended that future membership of the Committee should, as much as possible, reflect Members' demonstrated interest in public petitions work. It further advocated amendments to the House Standing Orders to strengthen the Committee's mandate and ensure that resolutions of the House on public petitions are implemented within stipulated timelines.

The retreat ended with a renewed commitment by Members to deepen institutional reforms, strengthen public trust in the petitions process, and enhance the House of Representatives' oversight role in ensuring justice, accountability and responsive governance.

HOUSE OF REPRESENTATIVES COMMITTEE ON PUBLIC PETITIONS HOLDS TWO-DAY STRATEGIC RETREAT TO STRENGTHEN CITIZEN REDRESS

The House of Representatives Committee on Public Petitions commenced a two-day strategic retreat aimed at reviewing its performance, strengthening its operations, and consolidating its achievements as the 10th National Assembly enters its final year.

The retreat, organized by the Policy and Legal Advocacy Centre (PLAC) with the support of the European Union (EU), brought together Members of the Committee and Secretariat staff to deliberate on practical strategies for enhancing the Committee's effectiveness in delivering legislative redress to Nigerians.

In his opening address, the Chairman of the Committee, Rt Hon. Kwamoti Bitrus Laori, member representing Demsa/ Numan/ Lamurde Federal Constituency of Adamawa State expressed appreciation to the Rt. Hon. Speaker, the Leadership of the House of Representatives, Committee Members, the Secretariat, PLAC, the European Union, and other development partners for their continued support in advancing the Committee's constitutional mandate.

Reaffirming the Committee's mandate under Sections 62, 88 and 89 of the Constitution of the Federal Republic of Nigeria, 1999 (as amended), the Chairman emphasized that the Committee remains the foremost legislative platform for addressing citizens' grievances, promoting accountability, and strengthening public confidence in democratic governance.

Highlighting the Committee's performance, the Chairman disclosed that as of July 2026, the Committee had received 879 public petitions, concluded investigations on over 180 petitions, and presented more than 60 Committee Reports, with 55 reports adopted by the House of Representatives. He noted that these achievements reflect the growing confidence of Nigerians in the Committee's work.

The Chairman also identified key operational challenges, including the increasing volume of petitions, delays in report consideration, non-compliance by some Ministries, Departments and Agencies (MDAs), and the need to strengthen documentation, institutional memory, and digital records management.

He stated that the retreat would focus on identifying priority actions to improve petition handling, enhance the preparation and adoption of Committee Reports, strengthen institutional memory, and deploy appropriate digital tools to improve operational efficiency and citizen redress.

Delivering goodwill messages, the Chief Commissioner of the Public Complaints Commission, Hon. Bashir Abubakar MFR and the Chief Executive of PLAC, Mr. Clement Nwankwo, commended the Committee for its commitment to accountability and responsive governance. They encouraged participants to take advantage of the retreat to develop practical solutions that would further strengthen the Committee's oversight responsibilities and improve access to justice for citizens.

The retreat is expected to produce a strategic roadmap and communiqué outlining key resolutions to improve the Committee's performance, strengthen public confidence, and leave a lasting institutional legacy for future Assemblies.

Nigeria: Stakeholders Seek Better SRHR Access For Migrants, Refugees

 Stakeholders have called for stronger collaboration, inclusive policies and rights-based approaches to improve access to sexual and reproductive health and rights (SRHR) services for migrants, refugees and displaced populations.

The call was made at the Safe Passage Project Summit themed, “Advancing Equitable SRHR Services for Migrants, Refugees, Asylum Seekers, and People on the Move,” on Wednesday in Abuja.

The summit, organised by the Planned Parenthood Federation of Nigeria (PPFN), sought to strengthen multi-sectoral collaboration and commitment toward improving access to inclusive, rights-based SRHR services in Abuja and Kano States.

It also aimed to align policies, frameworks and coordination mechanisms supporting SRHR service delivery for mobile and displaced populations while reinforcing commitments to non-discrimination, gender equality and human rights.

Mr Bitrus Kwamoti-Laori, President of PPFN, said millions displaced by conflict, economic hardship, climate change, persecution and humanitarian crises deserved dignity and equitable access to quality healthcare services.

Kwamoti-Laori said the Safe Passage Project was being implemented in Nigeria, Morocco, Sudan, Cameroon, Tunisia, Mauritania, Ethiopia and parts of Asia to ensure access to comprehensive SRHR services.

“Migration pathways are often marked by significant vulnerabilities. Women and girls face heightened risks of sexual violence, unintended pregnancies, unsafe abortions and barriers to essential healthcare.

“Young people and other marginalised populations frequently encounter discrimination and exclusion. These challenges demand coordinated, innovative and compassionate responses,” he said.

He said PPFN was strengthening service delivery by expanding access to contraception, maternal healthcare, HIV prevention and treatment, psychosocial support and protection services for survivors of violence.

According to him, the organisation was also building stronger referral systems, fostering cross-border collaboration and advocating policies that protect the health and rights of people on the move.

“The summit provides an invaluable platform to reflect on our progress, strengthen partnerships and identify practical solutions to existing challenges.

“Let us move beyond discussions and embrace collective action to create systems that are inclusive, responsive and accessible, while reaffirming that access to sexual and reproductive healthcare is a fundamental human right,” he said.

Dr Okai Haruna-Aku, Executive Director of PPFN, said the project challenged stakeholders to move beyond fragmented programming toward integrated systems that placed dignity, equity and rights at the centre.

“Behind every statistic is a human being, a young woman seeking safety, a child born on the road and a family trying to rebuild.

“As we proceed, let us commit to practical steps that will strengthen service delivery for those who are often left behind,” he said.

Also speaking, Mr John Uruakpa, Director of Health Promotion at the Federal Ministry of Health and Social Welfare, described migration as a defining feature of the contemporary world.

He said migrants and displaced populations often faced barriers to accessing essential health services, including maternal healthcare, family planning, HIV prevention, psychosocial support and protection from violence.

“Access to healthcare is a fundamental right and should not be determined by an individual’s migration status or location.

“The Federal Ministry of Health and Social Welfare remains committed to achieving universal health coverage and ensuring no one is left behind, including migrants, refugees, asylum seekers, internally displaced persons and host communities,” he said.

Uruakpa said the Safe Passage Project was helping to bridge critical gaps through integrated SRHR services, strengthened referral systems, community engagement, advocacy and strategic partnerships nationwide.

Dr Mohammed Kassim, Senior Health and Nutrition Coordinator at the International Rescue Committee (IRC), said migrants, particularly women and girls, faced heightened protection risks, including exploitation and gender-based violence.

Kassim said the organisation provided clinical care, protection services, guidance and legal referrals at critical transit points, alongside sexual and reproductive health services for vulnerable populations.

Similarly, Ms Margaret Bolaji-Adegbola, Executive Director of Stand with a Girl (SWAG), identified the absence of a policy addressing migrants’ specific SRHR needs as a major gap.

According to her, existing policies on sexual and reproductive health and internally displaced persons often fail to adequately address the realities of people constantly on the move.

She noted that many mobile clinics established in displaced communities were short-lived, leaving beneficiaries without sustained access to healthcare and other essential support services.

“We need to be intentional in making sure migrants and refugees are considered in policy implementation and are part of the conversation when such policies are developed and executed,” she said.

The summit also featured panel discussions on humanitarian responses to SRHR needs of people on the move and strategies for strengthening SRHR service delivery for migrants and refugees.

In a continued effort to support victims of violent conflict, the Member representing Demsa/Numan/Lamurde Federal Constituency, Rt. Hon. Kwamoti Bitrus Laori, has distributed relief materials to displaced communities in Lamurde Local Government Area.

The relief materials, provided in collaboration with the National Emergency Management Agency (NEMA), Yola Operations Office, included bags of rice, beans, maize, tomato paste, vegetable oil, seasoning cubes, salt, and detergents.

Representatives of Kwah, Gyakan, Waduku, Rigange, Bajen, Tingno Dutse, and other affected communities received the items on behalf of displaced residents.

Addressing the beneficiaries, Rt. Hon. Laori expressed deep sadness over the recurring attacks and displacement of innocent people, stating that nothing pains him more than seeing his constituents live in fear and uncertainty. He said he wished he never had to distribute relief materials under such tragic circumstances, emphasizing that what he truly desires is a peaceful and secure constituency where families can live, farm, and pursue their livelihoods without fear.

He urged the people to sheathe their swords, embrace dialogue, forgiveness, and peaceful coexistence, stressing that lasting peace remains the only foundation for sustainable development and prosperity.

Reps Adopt over 20 Investigative Reports from Public Petitions Committee

 The House of Representatives on Tuesday 2nd June, 2026 considered and adopted over 20 Investigative Reports from its Committee on Public Petitions.

The reports were based on the petitions from various individuals and groups which were laid in the chambers and referred to the committee for consideration.

The Chairman, House Committee on Public Petitions, Hon. Kwamoti Bitrus Laori gave the synopsis of the reports before there were considered and adopted.

 

The reports include the petition by

Kennedy C. Amos and Associates against Airtel Networks Ltd over Fraudulent Transaction involving the land of Mrs. Juliana Nwikanne of Bianu Town Khana Local Government Area of Rivers State, laid 21/5/2024). The House urged the Managing Director (MD)/Chief Executive Officer (CEO) Airtel Telecom Nig. Ltd to reverse the purported Deed of Conveyance allegedly entered with Mrs. Juliana Nwakanne back

to Lease agreement which was accepted to her; and Airtel to pay Mrs. Juliana Nwakanne, her dues from the lease of the landed property for three years which have elapsed for the property.

In a report of a petition by L/CPL Ordu Odiereke against the Nigerian Army for unlawful dismissal from service, laid: 6/5/2026), the House urged the Nigerian Army to reinstate the petitioner into the service of the Nigerian Army, with restoration of his career progression, including appropriate rank adjustment where applicable, having regard to his years of service and wrongful dismissal; alternatively, where reinstatement is impracticable pay full compensation equivalent to his lost career, including all salaries, allowances, promotions, and retirement benefits due from 2017 to date; pay all outstanding arrears of salaries and entitlements owed to the petitioner from

the period of his detention to the date of compliance. The House urged the Army to

ensure that administrative and disciplinary procedures within the Nigerian Army is in

compliance with constitutional guarantees of fair hearing.

A report on petition by Wisdom and

Grace on behalf of Mr. Anthony Onyeabor Against Aso Savings and Loans PLC, on alleged illegal, unjustified, and fraudulent concession of House at Sungold Estate Galadimawa, FCT Abuja to the Independent Corrupt Practices Commission, laid: 23/4/2026, the House held that the transaction was conducted in bad faith, and is therefore irregular, unjustified,

and tainted with elements of fraud;. The House

urged Aso Savings and Loans Plc, through its liquidator, the Nigeria Deposit Insurance

Corporation (NDIC), in conjunction with the Independent Corrupt Practices Commission

(ICPC), to immediately take steps to reverse the transfer house to the petitioner, and where restitution in kind is no longer practicable, the petitioner should be fully compensated with the current market value of the property, assessed at ₦250,000,000.00.

The Green Chamber urged relevant law enforcement and regulatory agencies to conduct a thorough investigation

into the circumstances surrounding the transfer, with a view to determining any criminal liability arising from the apparent breach of trust, misrepresentation, and abuse of process, ensuring that appropriate sanctions be imposed on any institution found culpable, to serve as a deterrent and to uphold the integrity of mortgage and property transactions in Nigeria.

Human Rights Radio and Television (Brekete Family) on behalf of eight (8) Senior Staff of Biwater Nigeria Ltd against the Management of Biwater Nigeria Ltd for alleged failure to pay staff pensions and redundancy allowances, laid:6/5/2026 urged the respondent to immediately pay all outstanding salaries and allowances owed to the affected staff and remit all outstanding pension contributions to the respective Pension Fund Administrators, including statutory penalties and accrued interest.

In a report on a petition by

Nsisan-Obari Royal Palace Alesa Council of Chiefs against Indorama Eleme Petrochemicals Ltd for alleged violation of PIA 2022 referred: 27/4/2024, the House directed that Indorama Eleme Petrochemicals Limited shall formally recognize Alesa Community as a host community in line with the Petroleum Industry Act (PIA), 2021; the company shall, within 30 days, establish the Alesa

Host Community Development Trust/Committee in compliance with Chapter 3 of the PIA as well as pay sum of ₦35,000,000,000.00 being outstanding 3% host community entitlement from August 2022 to February 2026 into the designated account

of the Host Community Development Trust,

that the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) and other

relevant regulatory bodies shall ensure strict compliance with the provisions of the PIA and failure to comply with these directives shall attract sanctions as provided under the

Petroleum Industry Act and other applicable laws.

The Green Chamber on petition by

City-Point Global Properties and Investment Limited against the Federal Mortgage Bank of

Nigeria on alleged non-release and disbursement of the loan sum of ₦479,187,955.20 for the development of one hundred sixty Housing Units along Bende Road, Umuahia North Local

Government Area, Abia State referred: 3/9/2024, held that the respondent shall, in collaboration with the petitioner, restructure the loan facility to reflect

current market realities, updated bills of quantities, and project viability; further disbursement shall be milestone-based, subject to strict monitoring and certification by

the respondent; and that both parties shall agree on a clear implementation timeline for resumption and completion of

the project under regulatory supervision.

 The Minority Leader, of the House of Representatives , Hon. Kingsley Chinda has emerged as governorship candidate of the ruling All Progressives Congress for Rivers State gubernatorial election in 2027.

Chairman of the party’s governorship primary election committee and returning officer, Hon. Bitrus Kwamoti, announced the result in Port Harcourt on Thursday.

Kwamoti made the announcement at the APC Secretariat in Port Harcourt after receiving the results of the primaries from collation officers in the 23 local government areas of the state.

He stated,” I, Kwamoti Bitrus, Chairman of the Governorship Primary Election Committee, here have been certified that I am the Returning Officer for the Rivers State Governorship Primary Election held on this day, 21st day of May, 2026.

The name of the aspirant, which is the sole aspirant, is Chinda Ogundu Kingsley. He scored the total number of votes, 268, 497.

“Ogundu Kinsley, having satisfied the requirements of the APC constitution and guidelines and scored the highest number of votes, is hereby declared the winner of the primary election and is, in return, elected as the party’s governorship candidate for Rivers State.”

The Rivers APC primary had attracted attention amid the lingering political crisis in the state and the influence of allies of the Minister of the Federal Capital Territory, Nyesom Wike, within the party structure.

*Adamawa South Stakeholders Present APC Nomination Form to Rep. Kwamoti Laori*

 

Leaders and stakeholders from the nine Local Government Areas of Adamawa Southern Senatorial District have presented the All Progressives Congress (APC) nomination and expression of interest form to Rt. Hon. Kwamoti Bitrus Laori, urging him to contest the 2027 senatorial election.

The presentation followed a large solidarity rally held on Thursday, April 30, 2026, at Pwanobato Event Hall in Numan. The gathering brought together representatives from Demsa, Ganye, Guyuk, Jada, Lamurde, Mayo-Belwa, Numan, Shelleng, and Toungo LGAs, who unanimously called on the lawmaker to represent the district at the Senate.
