*Rep. Kwamoti Facilitates NEMA Relief for Conflict-Affected Communities in Lamurde LGA*

 

Rt. Hon. Kwamoti B. Laori, member representing Demsa/Numan/Lamurde Federal Constituency, has facilitated the distribution of relief materials to Rigange, Waduku, and Lakan communities in Lamurde LGA, recently affected by violent conflict.

The National Emergency Management Agency (NEMA) supplied the relief items, which included rice, maize, spaghetti, vegetable oil, seasoning, tomato paste, and iodized salt.

The affected community leaders thanked Rt.Hon. Laori for securing Federal Government intervention, pledging support for peace and reconciliation.

*New PPFN President, Rt. Hon. Kwamoti B. Laori, Addresses Journalists After 58th National Council Meeting in Abuja*

The newly elected National President of the Planned Parenthood Federation of Nigeria (PPFN), Rt. Hon. Kwamoti B. Laori, has reaffirmed his administration’s commitment to expanding access to quality sexual and reproductive health services across Nigeria. He made this known while addressing journalists in Abuja after presiding over the Federation’s 58th National Council Meeting on Tuesday, September 2, 2025.

Speaking at the Sandralia Hotel, venue of the meeting, Rt. Hon. Laori noted that the Council — which brought together delegates from all six geopolitical zones — had deliberated on critical issues of policy, governance, and sustainability. “This Council remains the highest policy-making body of our Federation, and its role in shaping our future cannot be overemphasized,” he said.

He disclosed that the Council reviewed and approved statutory documents, including the 2024 Annual Report, Audited Financial Statements, the 2026 Business Plan, and the Strategic Plan 2025–2030, which, according to him, will guide PPFN’s work in the years ahead. “Our new strategic direction is anchored on four pillars: People-Centred Care, Moving the Sexuality Agenda, Solidarity for Change, and Nurturing our Federation. These pillars reflect our renewed focus on service, advocacy, and sustainability,” Laori explained.

A major highlight of the meeting, he told journalists, was the unanimous confirmation of Mrs. Harriet Chidiebere Okoro as the substantive National Treasurer. “This confirmation strengthens our leadership team and enhances our governance structure at a critical moment in the life of our Federation,” he said.

The PPFN President also shared resolutions taken during the meeting, which covered a broad range of issues. These included land protection for state associations, updates on ongoing infrastructure projects such as the South-South Regional Office, and strengthening of the Youth Action Movement (YAM) through comprehensive capacity-building. “Our young people are the backbone of our future. Equipping them with the right skills in advocacy, grant writing, and reporting is non-negotiable if we must sustain our impact,” he stressed.

He further highlighted PPFN’s commitment to partnerships, citing collaboration with the National Council of Women Societies (NCWS) on childcare and community support services. He added that the Council had approved measures to strengthen accountability, including improved circulation of statutory documents and continued engagement of professional auditors.

Tributes were paid during the meeting to deceased staff and volunteers, with a minute of silence observed in their honor. The Council also celebrated the appointment of Mr. Abiodun Ajayi, NEC Member from the South West, into the IPPF Africa Regional Team for the Eswatini Accreditation Exercise.

Addressing the press, Rt. Hon. Laori emphasized that the Council had demonstrated unity and shared vision following the leadership transition in December 2024. “This Council has shown once again that when we come together, we are stronger. The unity, innovation, and passion displayed here will drive us to expand access to quality sexual and reproductive health services, leaving no community behind,” he told journalists.

He concluded by thanking volunteers, delegates, and staff for their commitment. “We are building on the sacrifices of our volunteers and the dedication of our staff. Ado-Ekiti — Rt. Hon. Kwamoti Bitrus Laori, Member of the House of Representatives and National President of the Planned Parenthood Federation of Nigeria (PPFN), delivered the lead paper at a seminar organized by the Ekiti State Bureau of Statistics on Thursday, 14th August 2025.

Speaking on “Fostering a Closer Relationship Between LGAs and NGOs in Population Program Implementation in Nigeria”, Laori stressed that with Nigeria’s population exceeding 220 million, urgent collaboration between Local Government Areas (LGAs) and Non-Governmental Organizations (NGOs) is key to advancing reproductive health, family planning, gender equity, and youth empowerment.

He highlighted PPFN’s successful partnerships in states like Kaduna, Cross River, and Ogun—where joint outreach, capacity building, and community engagement have improved health outcomes and reduced teenage pregnancy.

Calling for institutionalized partnerships, joint planning, shared data systems, and stronger community advocacy, Laori urged traditional rulers, religious leaders, youth and women groups, and NGOs to work hand-in-hand with LGAs.

 “The future of Nigeria’s population health depends on our ability to collaborate, innovate, and lead together,” he declared. 

The seminar was declared open by the Ekiti State Governor represented by his Deputy HE Chief (Mrs) Monisade Christianah Afuye. *Rep. La'ori Promises Swift Consideration of Petitions as House Receives Public Petitions Committee Report*

The Chairman, House of Representatives Committee on Public Petitions, Hon. Kwamoti B. La'ori, has pledged prompt and fair consideration of petitions from the general public as part of efforts to strengthen accountability and citizens’ trust in the legislative process.

Hon. La'ori made the commitment while addressing journalists shortly after laying ten (10) reports from the Committee before the House during plenary on Wednesday. He emphasized that the Committee under his leadership is committed to ensuring that all petitions are treated with fairness, transparency, and urgency.

> "Our goal is to restore and sustain public confidence in the petition process as a reliable tool for justice and accountability. The legislature must always remain a beacon of hope and a channel through which the people are heard," he said.

The reports presented by the Committee cover a wide range of issues brought before the House by petitioners seeking redress and legislative intervention.

Among the reports laid was a petition submitted by Ajets Surveys on behalf of 5,000 Internally Displaced Persons (IDPs) against the Nigerian National Petroleum Company Limited (NNPCL) concerning land acquisition, demolition, unlawful eviction, and compensation claims.

Also included was a petition by R. Opara & Co. Legal Practitioners against Precise Concept Investment and Engineering Company Limited and the Federal Mortgage Bank of Nigeria over the failure to deliver a residential unit at the PTAD Coop Estate in Apo, Abuja.

Another petition came from Tepng/Aks Main Community (MUO) on behalf of paramount rulers, youths, and women of Ikot Abasi, Ibeno, and Mbo Local Government Areas of Akwa Ibom State against Total Energies Nigeria Limited and the Nigerian Upstream Petroleum Regulatory Commission (NUPRC). The petitioners alleged non-inclusion in the Host Community Development Trust (HCDT) as mandated by the Petroleum Industry Act (PIA) 2021.

Hon. La’ori, who assumed chairmanship of the Committee on May 13, 2025, noted that since the inauguration of the Committee in June 2023, a total of 15 reports were laid before the House in February 2024, of which only five (5) were considered in May 2024.

He pointed out that the ten (10) reports laid on Wednesday mark a significant step forward in clearing the backlog and ensuring that petitioners receive timely responses.

Reiterating his dedication to service, La’ori affirmed that the Committee's work will continue to reflect the values and priorities of the 10th National Assembly, under the leadership of Rt. Hon. Dr. Tajudeen Abbas, Ph.D., GCON, Speaker of the People's Parliament.

These were the words of Hon. Kwamoti B. Laori, Member of the House of Representatives (Demsa/Numan/Lamurde Federal Constituency), following his recent visit to the United Republic of Tanzania, where he engaged with stakeholders in the nation’s thriving sisal industry.

Clearly impressed by the scale, organization, and potential of Tanzania’s sisal sector, Rep. Laori extended commendation to the High Commissioner of Tanzania to Nigeria, His Excellency Selestine Gervas Kakele; the Director General of the Tanzania Sisal Board, Mr. Saddy Kambona; and the Director of Sisal Development, Mr. Olivo Mtunge. He described his interaction with the Tanzania Sisal Board' management and staff as both enlightening and encouraging, affirming that the sector presents a clear, ready-made opportunity for strategic investment by African partners.

He urged Nigerian investors, cooperatives, agro-industrialists, and development partners to look beyond national borders and seize the opportunity to invest in Tanzania’s sisal value chain—be it in plantation development, fibre processing, finished products, or export logistics.

I strongly condemn the recent outbreak of violence between members of the Tshobo and Bachama communities in Lamurde Local Government Area of Adamawa State. The loss of lives, destruction of property, and displacement of innocent citizens is deeply saddening and a tragic departure from the history of peaceful coexistence that defines our people.

The Tshobo and Bachama have, for centuries, lived together as brothers, sharing culture, beliefs, and even family ties through intermarriage. It is painful to see this bond threatened by violence. I call on all parties involved to embrace dialogue, reconciliation, and peace. Violence only breeds further division and suffering; it is never the answer.

I commend and applaud the timely intervention of His Excellency, the Executive Governor of Adamawa State, Rt. Hon. Ahmadu Umaru Fintiri, for his decisive action in imposing a curfew to curb further escalation. This measure is a critical step toward restoring calm and protecting lives and property. His leadership in this moment of crisis is both commendable and reassuring.

Furthermore, I urge all relevant government agencies and security forces to intensify efforts to restore peace and ensure the safe return of displaced persons to their homes. *Rep. Kwamoti B. Laori Commissions Six-Classroom Block at GDSS Dilli, Demsa LGA*

In a major boost to educational infrastructure in Demsa Local Government Area, Rt. Hon. Kwamoti Bitrus Laori, Member representing Demsa/Numan/Lamurde Federal Constituency, has commissioned a newly constructed and fully furnished block of six classrooms at Government Day Secondary School (GDSS) Dilli — a riverside community along the Benue River.

Speaking at the commissioning ceremony, Rep. Laori expressed deep appreciation to the people of Dilli for their continued trust and support. He noted that the project fulfills a campaign promise and emphasized the importance of community ownership. He urged residents to protect the facility, plant trees to beautify the environment, and maintain a safe and supportive atmosphere for learning.

To further encourage academic excellence, Rep. Laori awarded ₦200,000 each to the school’s best graduating student and best graduating female student.

As a mark of gratitude, the Dilli community presented the lawmaker with symbolic gifts—a traditional spear and dried fish—signifying respect and appreciation.

Rev. Samson Kumbita, PDP Chairman of Dilli Ward, praised Rep. Laori’s dedication to education and described him as a visionary leader. The school’s principal, Rev. Mrs. Faith Jerimond Ndu, expressed relief that the long-standing classroom shortage had been resolved. She appealed to the Adamawa State Government for the urgent recruitment of teaching staff, renovation of the dilapidated examination hall, and the provision of science and technical laboratories.

*House Committee Adjourns Hearing on Petition for National Assembly Intervention in Benue and Zamfara State Assemblies*

On Wednesday, 14th May, 2025, the House of Representatives Committee on Public Petitions Chaired by Rep. Kwamoti B Laori adjourned its hearing regarding a petition requesting the National Assembly to take over the Benue and Zamfara State Houses of Assembly.

During the session, the Petitioner, the Guardian of Democracy and Rule of Law, represented by Barr. Emmanuel Onwudiwe, was present alongside the suspended members of both state assemblies. However, the governors of Benue and Zamfara, as well as their respective speakers, were notably absent.

In total, 13 members from the Benue State House of Assembly and 8 from the Zamfara State House of Assembly have been suspended.

Chairman of the Committee, informed those in attendance that the committee had received court documents pertaining to the case (Suit No. FHC/MKD/CS/146/2025), which was filed on May 5, 2025, at the Federal High Court in Makurdi also due for hearing on May 19, 2025.

The Chairman detailed that the Benue State House of Assembly and its Speaker, Hon. Aondona Hyacinth Dajoh, are the plaintiffs in this suit, while the defendants include the Speaker, House of Representatives, the Committee on Public Petitions, and the Guardian of Democracy and Rule of Law.

Additionally, Hon. Kwamoti noted that the leadership of the Benue State House of Assembly had reached out to the Senate and the House of Representatives Benue Caucuses, requesting a discussion on the matter.

Given the ongoing court proceedings and the leadership’s request for dialogue with the Senate and House representatives, the decision on whether to proceed with the petition will be made during the next scheduled hearing on May 28, 2025.

NEED TO MITIGATE THE SPREAD OF DIPHTHERIA: A MAJOR PUBLIC HEALTH CONCERN IN NIGERIA TO SAVE LIVES By Rt. Hon. Kwamoti Bitrus Laori

 

The House

Notes that Diphtheria, a bacterial infection caused by Corynebacterium species, has become a critical public health issue since the first outbreak in Borno State in 2011 claimed 21 lives. The outbreak's current resurgence poses significant threats to Nigeria's already overburdened public health system;

Also notes that diphtheria which affects the nose, throat, skin, and, in severe cases, the heart; is transmitted through respiratory droplets, contaminated objects, and crowded unsanitary environments, making its spread particularly rapid among children and those with compromised immune systems in crowded communities;

Aware that diphtheria thrives in Africa due to low vaccination rates while remaining virtually absent in countries like the United States of America and Europe, where vaccination coverage is high. Thus, diphtheria primarily threatens unvaccinated individuals who travel internationally or come into contact with infected persons;

Also, aware that in Africa, nations such as Niger, Gabon, and Mauritania have reported outbreaks with only a handful of confirmed deaths due to effective vaccination coverage, early detection, laboratory confirmation, and the availability of antitoxins and antibiotics for treatment. In stark contrast, Nigeria's statistics paint a dire picture, with thousands of reported cases and associated deaths due to low or absence of vaccination;

Alarmed that from May 2022 to February 2025, Nigeria has reported 41,978 suspected cases of diphtheria from Bauchi, Borno, Jigawa, Kaduna, Katsina, with Kano and Yobe States accounting for the highest numbers- 24,062 and 5330, respectively. Most cases were children aged 1-14, and only 19.7% were fully vaccinated, resulting in 1,279 deaths within this period;

Concerned that if nothing is done, the high case fatality rate could worsen and spread outside of the states already impacted, underscoring the urgency of improving on the low vaccination rates, ineffective antitoxins and treatments, and delays in clinical detection and test confirmation that fuel this outbreak;

Resolves to:

i. Direct the Federal Ministry of Health, the Nigerian Centre for Disease Control (NCDC), and the National Health Care Development Agency to enforce the mandatory diphtheria immunization, testing and treatment across healthcare centers in all 774 Local Government Areas;

ii. Task the Federal Ministry of Information and National Orientation to raise public awareness through sensitization campaigns regarding the dangers, symptoms, and transmission modes of diphtheria to prevent further spread and fatalities;

iii. Mandate the House Committee on Health and Health Institutions to assess the level of compliance with the mandatory Diphtheria immunization, the capacity of health institutions to effectively respond to current threat of Diphtheria spread across the country and report back within four weeks for further legislative action;

iv. Mandate the Committee on Legislative Compliance to ensure compliance.

SPEAKER ABBAS APPOINTS REP. KWAMOTI B. LAORI AS CHAIRMAN OF THE HOUSE COMMITTEE ON PUBLIC PETITIONS

During the plenary session on Wednesday, May 7, 2025, the Speaker of the House of Representatives, Rt. Hon. Dr. Tajudeen Abbas, GCON, announced a minor reshuffle of Committee Chairmen, appointing Rep. Kwamoti B. Laori as the new Chairman of the House Committee on Public Petitions.

Rep. Laori, a senior member representing the Demsa/Numan/Lamurde Federal Constituency, previously served as Chairman of the Committee on Cooperation and Integration in Africa. He succeeds Hon. Mike Etaba, who has moved to chair the Committee on Environment. Meanwhile, Hon. Billy Osawaru will assume the role of Chairman of the Committee on Cooperation and Integration in Africa, effective immediately.

The Speaker conveyed his best wishes to all the newly appointed members, expressing his hopes for their success and divine guidance in their new responsibilities.

*Federal University of Education, Numan Establishment Bill Passes Third Reading*

The Bill to establish the Federal University of Education in Numan, Adamawa State, has successfully passed its third reading in the House of Representatives.

Presented for reconsideration by Rt. Hon. Kwamoti Bitrus Laori, who represents Demsa/Numan/Lamurde Federal Constituency, this pivotal legislative achievement moves the initiative closer to fruition.

Previously, the bill had received approval from both chambers of the National Assembly; however, presidential assent was withheld due to necessary corrections. 

Following the completion of these amendments, the bill was re-considered by the House Committee of the Whole during the plenary session on Wednesday, and the third reading was successfully taken on Thursday, May 8, 2025, effectively concluding the legislative process.

The next critical step involves the Clerk of the National Assembly transmitting the finalized copy of the bill to the President for his assent, bringing the establishment of the Federal University of Education in Numan one step closer to reality.

*Rep. Kwamoti Commissions Examination Hall in Opalo, Honoring Late Pa Oliver Vitu*

In a momentous event that highlighted his unwavering commitment to the people of Opalo Ward, Rep. Kwamoti has officially inaugurated a newly constructent to the people of Opalo Ward, Rep. Kwamoti has officially inaugurated a newly constructed Examination Hall at Government Day Secondary School Opalo. 

This significant facility is named in honor of the late Pa Oliver Vitu, a pivotal figure in the establishment of the school and a champion of western education and the Catholic mission in the community. This development marks a substantial advancement for local education.

The residents of Opalo Ward warmly welcomed Rt. Hon. Kwamoti, the representative of the Demsa/Numan/Lamurde Federal Constituency in the House of Representatives, with spirited celebrations—dancing and singing in profound appreciation for his contributions to their community.

Established by missionaries in 1959, Government Day Secondary School Opalo serves not only Opalo but also neighboring communities such as Ngbakowo, Shomun, Hoki, Zekun, and Dawuto. 

For years, the school’s senior students faced challenges, utilizing classrooms to take their WAEC and NECO examinations. This temporary arrangement posed a risk of losing the Senior School Examination Center status due to the absence of a dedicated facility, creating anxiety for students, parents, and the school management.

However, with the completion of the new Examination Hall, the school has now fulfilled the necessary requirements to maintain its examination center status. 

The School Principal, Mrs. Jummai Dandy Gambo, represented by Mr. Kefas Donald Mandefa, expressed visible relief, stating, "With this Hall, we can now provide our students with a conducive environment for their examinations, free from fear and anxiety."

During the commissioning ceremony, Mr. Birsan Penuel, the Executive Secretary of the Adamawa State Post Primary Schools Management Board, expressed gratitude to Rep. Kwamoti for his continuous efforts in supporting the Adamawa State Government's educational initiatives. 

The Commissioner for Rural Infrastructure Development commended the legislator’s commitment to addressing infrastructure gaps across various sectors throughout his constituency, praying for his continued strength and wisdom to serve the people of Adamawa State.

Several notable figures attended the event, including Hon. Pawikai Bauna Myandasa, the state legislator representing Lamurde State Constituency, along with the Local Government Area Chairmen of Demsa, Numan, and Lamurde—Hon. Akham Jalo, Hon. Innocent Koto, and Hon. Bulus Daniel. They collectively praised Rep. Kwamoti for his exemplary leadership and quality representation, assuring him of their unwavering support and loyalty.

Additionally, former Permanent Secretary Alh. Saleh Shelleng urged alumni of the school to contribute towards providing essential items such as furniture to further enhance the learning environment. 

In a touching display of gratitude, Baba Kevin Damara, representing the community elders, presented a culturally symbolic gift to Rep. Kwamoti, pledging their continuous support and prayers for divine wisdom, strength, and protection.

In his response, Rep. Kwamoti expressed his delight at the warm reception, commendations, and gifts, while also pledging to continue uplifting the lives of his constituents. He emphasized the importance of holding elected representatives accountable for their campaign promises and urged the community to unite in support of good governance.
