The member representing Demsa/Numan/Lamurde Federal Constituency and Chairman House Committee on Cooperation and Integration in Africa led his committee members on a familiarization visit to the headquarters of New Partnership for Africa’s Development (NEPAD), in Abuja. 

The visit afforded committee members the opportunity to engage and appreciate the activities of AUDA-NEPAD which primarily focus on  poverty eradication and food security; promoting sustainable growth and development; integrating Africa in the world economy and accelerating the empowerment of women among others. 

During her welcome speech, the National Coordinator and CEO of AUDA-NEPAD, HE Princess Gloria Akobundu (fsi) thanked the committee for the visit, highlights insecurity, political instability and threats of disunity in the region among challenges confronting the organization, however, assures the committee of her readiness to summount them. 

 

Responding, Rep Kwamoti, appreciate the agency for its efforts towards regional economic integration and development, in the face of challenges, assures the Agency of all necessary parliamentary support for it to succeed in its mission. 

It was an opportunity for members to interface, share knowledge and experience as well as be abreast of the activities of AUDA-NEPAD as a regional organization.

*𝐊𝐁𝐋 𝐌𝐄𝐃𝐈𝐀 𝐓𝐄𝐀𝐌 MEETS: Design new strategies for projecting the examplary performance of Rt. Hon. Kwamoti B. Laori* .

 

The meeting which had in attendance Ahmadu J. Dennis (Ph.D.), Senior Legislative Aide to Rt. Hon. Kwamoti B Laori, reviewed the political landscape of Adamawa State under the transformative leadership of HE Rt. Hon. Ahmadu Umaru Fintiri and the need for the team to continue to support the transformative agenda of the government.

KBL feedback team though not immuned from the current economic hardship in the country also acknowledge the potential for any peaceful protest to turn violent. Therefore resolved to among others persuade the youth within the spheres of it influence in Adamawa State to shun the temptation to join any protest that is capable of truncating the fragile peace and security that Adamawa State currently enjoy. 

Part of its resolution includes to intensify public sensitization and awareness creation on the wrong timing and inappropriateness of any protest and it's potential of turning violent due to the heightened socio- economic tension in the country. 

The team resolve to advocate continuing dialogue and engagement by labour unions, civil society organization, traditional and religious institutions towards finding a more result oriented approach towards improving  the welfare and security of the citizens remain topmost priority of governments at all levels.

The Director of KBL feedback Team, Comrade Isa Danlami, reiterated the need to remain united in support of good leadership and government efforts, seek ways to advance practicable solutions to the current economic situation in the country for considering by our leaders, instead of protest. 

The team acknowledged the pivotal role of the media in shaping and influencing public opinion, therefore called on members and followers to stand with the government of Adamawa State and indeed the federal government in seeking positive policy options that would improve the quality of lives in the country. 

The meeting concluded on a high note, with the resolve to remain united in promoting the ideals, values and principles that their political mentor and leader, Rt. Hon. Kwamoti B Laori represents in Adamawa State and the nation at large.

*MHR. LAORI SPONSORS TRAINING OF CONSTITUENTS ON MODERN FARMING TECHNIQUES AND ENTREPRENEURSHIP DEVELOPMENT : SPLASHES CASH AND FARM IMPUTS TO BENEFICIARIES*

Farmers within Demsa/Numan/Lamurde constitiency have benefited from an empowerment program sponsored by Rt. Hon. Kwamoti B. Laori.

Taking advantage of the wet season and given that farmers are set for farming, the law maker  sponsored the training and empowerment of constituents in order to ease the burden occasioned by the current economic realities in the country. 

The training  which was  uniquely  organized had Consultants who trained the farmers on research based - modern-farming techniques and how farmers can become agricultural entrepreneurs. 

Participants were intensively trained on how to choose land, crop or animal variety, steps for preparation, nurturing, funding, value addition and marketing of farm produce. 

The training manual which also covers essential aspects of agricultural value chain is enriched also with elements of smart agriculture using ICT assets and applications. 

Agricultural professionals that included Elder Joseph Jaryum a Seasoned Consultant and Mr. Collins Visomenso Samaila, a Certified Business Consultant, both took turns to teach both theory and practical agriculture in the 21st century, technology- driven space to the participants. 

The duo stressed the fact that no land is completely bad and no crop is more valuable than the other but all depends on deployment of the right knowledge; emphasized the need to harness local resources within ones location and apply proven knowledge to boost productivity is the aim of the training. 

Rt. Hon. Kwamoti B. Laori  represented by Hon. Titus Solomon, the State Commissioner for Rural Development as special guest of honor applauded the participants after a brief interface probing  what they have learnt. He encouraged them to ensure that the knowledge gained and inputs gifted is not wasted but put to good use. 

In his remarks, Hon. Bulus Daniel tasked the trained participants to cascade the knowledge gained in their various Wards, so that other farmers can benefit from it, also assures his support to make it possible.

Speaker after speaker like Hon. James Iliya, Elder Amna Ibrahim Farai, 

District Head of Numan, Chief Madayi Tusayi, The Executive Chairmen of Demsa, Lamurde and Numan LGAs- Hon. Chief Akham Jalo; Hon. Bulus Daniel, Hon. Innocent Koto all encouraged participants to use the knowledge to boost productivity. Also urge them to shun idleness or any unlawful activity that doesn't but use their youthful energy productively. 

The speakers also applauded Hon. Kwamoti B. Laori's visionary leadership and purposeful representation at the National Assembly, also prayed for continuous God's guidance and protection over his life and that of his family.

The event which included  the presentation of certificates, fertilizers, knapsack sprayer, herbicides and cash donations to participants became the highlight of the occasion. 

The visibly elated participants in their response chorused a big thank you to Rt. Hon. Kwamoti B. Laori for sponsoring the program that positively impacted their lives, promising  to make maximum utility of the knowledge and items gifted them in their various locations.

The training ended on a good note as participants didn't only demonstrate their satisfaction but pledged to use the skill acquire to boost their agro allied businesses in their various locations and beyond.

MATTER OF URGENT PUBLIC IMPORTANCE The House

 

Notes that its more than 5 years since the Nigeria Police Trust Fund (establishment) Act, 2019 was signed into law by His Excellency, Muhammadu Buhari GCFR, the former President of the Federal Republic of Nigeria on 24th June, 2019, to operate for 6 years from its commencement date, meaning the law has one year remaining to expire;

Also notes that Section 5(e) of the Nigeria Police Trust Fund (establishment) Act, 2019 clearly stated that one of the purposes of the fund is “for the construction of police stations, provision of living facilities, such as quarters or barracks for the Nigeria Police Force”; 

Recall that on Thursday, 26th October, 2023 the House of Representatives on similar matter resolved to mandate the Ministry of Interior and Police Affairs to liaise with the Bureau for Public Enterprise to assess the value of all federal – owned police barracks across the country for the purpose of auctioning;

Recognize that annual budgetary allocation for the construction of befitting Housing Accommodation for serving police officers is always being captured in the annual appropriations since the establishment of the fund, it is on record that more than 5 Billion Naira have been spent on renovation of barracks from 2019 to date without any corresponding;

Cognizant that Police officers and their families deserve conducive accommodation as against the current situation where they lived in dilapidated structures only fit for lizards and reptiles and bat due to large cracks and leaking roofs. The welfare of the gallant police officers has continue to deteriorate making it imperative for the matter of police housing to be revisited.

Aware that in recent time, online news platforms have been inundated with stories of former IGPs, some officers of the Nigeria Police Mortgage Bank and an estate developer – Messrs. Copran International Limited have been in the Federal High Court Abuja on allegations bordering illegal sales of property designated for police barracks across the country;

Also aware that following the directives by a former IGP for police officers to vacate 25 police barracks in Lagos state for the purpose of renovation or reconstruction has forced the displacement of hundreds of thousands of serving police officers and their families due to inadequate arrangements to prevent the humanitarian, psychological or trauma that comes with large human displacements not forgetting the security consequence;

Worried that considering the high cost of rent and general cost of living caused by high inflation and other economic factors in the nation, crime rate and general insecurity has increased astronomically, the timing for implementing the policy however well-intention is wrong. 

Furthered worried that rather than our gallant police officers to focus on providing security of lives and property of the Nigerian citizens, they are faced with threat to their personal security as they have to settle the issue of displacement and providing a safe accommodation for their family members and this also is not without implication on the internal security;

Concerned that similar directives in the past affecting barracks in Mobolaji Bank Anthony Way, Officers Quarters Ikeja - GRA, Officers Mess at Zone 2, Onikan and the DIGs quarters in Maitama, Abuja has been vacated for over two years without the said renovation or reconstruction work done not to talk of reallocation to the affected police officers thus there’s growing fear and distrust that the directive is just another plot to sale off the property not minding the plight of police personnel;

Disturbed that continuing with the proposed policy may have dire consequences on the morale and psyche of affected personnel as well as the security of lives and property of people living in Nigeria makes it imperative to urgently act to rebuild the loss confidence and trust of police personnel in the process of proposed renovation or reconstruction of police barracks by acting humanely; 

Resolves that:

The planned eviction of millions of police personnel from their barracks for the purpose of renovation and reconstruction or remodeling under any Public Private Partnership be suspended forthwith pending investigation into previous attempts to implement such policy by former IGPs;

Mandate the House Committee on Police Affairs to review the report of the Ad- Hoc Committee mandated to produce a comprehensive addendum to Police Reform Bill constituted in October, 2023. As well as previous resolution of the House on the subject matter with the view to advise on the best strategy for implementing the policy, prevent rendering police officers and their families as internally displaced persons and its attendant implications, considering the cholera outbreak in some states affected by the policy and the economic hardship being experienced throughout the country;

Mandate House Committee on Police Affairs and Legislative Compliance to ensure compliance and report within four weeks for further leg

islative action.

Today it was the turn of Mayo-Belwa, Demsa and Numan LGAs. 

The Rt. Hon. Member representing Demsa/Human/Lamurde Federal Constituency encouraged party faithfuls to close ranks, support the nominees and come out en masse to vote for all the PDP candidates in the 21 LGAs of Adamawa state come Saturday.

He maintains that voting PDP is the surest way to guarantee the sustainability of the development strides of HE Rt. Hon. Ahmadu Umaru Fintiri - led - administration across the state.

*Rt. Hon. Kwamoti B. Laori Visits AU-ASRIC and Nigeria Sao-Tome & Principe Joint Development Authority Offices in Abuja.*

  

The Chairman, House Committee on Cooperation and Integration in Africa and member representing Demsa/Numan/Lamurde Federal Constituency, Rt. Hon. Kwamoti B. Laori led members of his committee on a familiarization visit to the African Union Scientific Technical Research Commission and the Headquarters of the Nigeria/Sao-Tome and Principe Joint Development Authority in Abuja. 

The visit afforded members of the committee and the International Organizations an opportunity to interface and strengthen areas of collaboration and mutual interest. 

At the AU-ASRIC in Nigeria, the Executive Director, Engr. Ahmed Hamdy (Ph.D.) briefed the committee on the activities of the Commission which centered on the promotion of Science, Technology and Innovation in for Africa's development. 

Some of the programs of AU-ASRIC in Nigeria include Hepatitis Free Africa, Capacity Building for Science and Technology, Community Inclusive Innovation, Post-conflict recovery initiatives, tackling the challenges of climate change in Africa, Agricultural innovation, etc. 

At the Nigeria Sao-Tome and Principe Joint Development Authority headquarters in Abuja, the Executive Director, Non-Hydrocarbon Resources, Mr. Adriano Almeida and other management staff briefed the committee on the activities of the JDA since it's establishment also listed poor funding, non- payment of Counter-part operational costs and Personnel Remuneration, Absence of Joint Ministerial Council, inadequate security at the Joint Development Zone, leading to loss of revenue from non-hydrocarbone activities among major setbacks to the implementation of the bilateral agreement to benefit the parties. 

In his response, Rt. Hon. Kwamoti, on behalf of the committee assured the organizations of the Committee's support and resolve to collaborate with the management to ensure the organizations function more effectively to the benefit of all Nigerians and the African region at large.
